Our New Strategic Framework Sets Goals for a Stronger Racial Justice Movement
Catalyst California has become a major force in the state’s dynamic racial justice movement. After changing our name in 2022, and as the disproportionate impacts of the pandemic continued to emerge, we recognized the need to proactively shape Catalyst California’s future role. Our movement has been successful, yes, but as the swirl of local, state, national, and even international politics has gotten more turbulent, it felt necessary for us to anchor our work with specific and measurable goals.
We swung into action to develop the Catalyst California Strategic Framework 2024-2028, to guide the organization over the next four years. Our overarching purpose is to seize opportunities to advance justice and equity for California’s communities of color.
The framework is guided by our theory of change, which calls on us to:
- Reinvent our public systems so that California can become the Golden State for all. We do this by identifying upstream drivers of disparities, and building systems change campaigns in close alignment with community-based and movement partners.
- Build the progressive, multiracial infrastructure needed to successfully launch, win, and implement change.
- Re-wire political and policy decision-making and shift power so that low-income families and communities of color can copilot the future of this state.
The goals outlined below will allow us to seize opportunities to advance justice and equity for California’s communities of color. Our aim is to build on our strengths, assets, and track record of success, while building resilience against potential threats.
GOAL 1: Enhance strategic communications impact
Highly effective strategic communications will be key to building support for the racial justice narratives that drive our organization’s work.
GOAL 2: Deepen statewide government relations impact
Bolstering our work in the Capitol community will grow our impact on statewide public policy and budget issues affecting racial justice.
GOAL 3: Continue expanding current programs to geographic areas beyond Los Angeles
Replication of our successful methods in other jurisdictions will expand our impact as we seek to grow progressive power in more areas throughout the state to create a cohesive statewide policy agenda.
GOAL 4: Define and optimize Catalyst California’s work in support of policy implementation
Intentional development of a policy implementation methodology will help ensure the smooth adoption of policies the movement has won.
